Specialized Needs Recreation Offers After School Program

Specialized Needs Recreation (SNR) continues to offer its after school program for youth in the community who have special needs. If you have children living at home from the ages of 4 to 21, and are looking for something productive and fun for them to do after regular school hours, please call and register today for the Camp All-Stars After School Program.

Some of the activities include crafts, community outings, cooking, games, and other fun events. Locations for the after school programs are Post Falls Middle School and Lake City High School. The program at Lake City High School will be held on Tuesdays and at Post Falls Middle School, it will be held on Wednesdays. The programs are offered from 3:30 p.m. until 5:30 p.m. The cost is $3.00.

Some scholarships are available for those who qualify. Transportation can be provided if needed - call for arrangements. If you would like more information or would like to register please call Angie Goucher at 755-6781 (cell) or 769-2317 (message).

Contractors Must be Registered by February 1, 2006

Effective February 1, 2006, contractors who do not provide physical evidence that they are registered with the State of Idaho (i.e., registration card, copy of DOL board approval, etc.) will not have their building plans accepted and will not be issued permits by the City of Coeur d'Alene.

The 58th Legislature of the State of Idaho passed House Bill 163, the Idaho Contractor Registration Act, which requires contractors to be registered as of January 1, 2006.

A "contractor" is defined as anyone who in any capacity undertakes, offers to undertake, purports to have the capacity to undertake, or submits a bid to, or does himself or by or through others perform construction, or a construction manager who performs construction management services. Registration is required for any person who engages in a construction job with a dollar amount exceeding $2,000.00 (materials and labor) and is not otherwise exempt.

Exemption is defined as anyone licensed, registered, or otherwise regulated by the State of Idaho (i.e., Architects, Electrical Contractors, Engineers, Surveyors, Plumbers, HVAC Installers, etc.) who do not act with the intent of evading the chapter of the law.

Penalties for failure to register are as follows:

  1. No Building Permits
  2. No Lien Rights
  3. No Contract Rights
  4. Misdemeanor

Specialized Needs Recreation Receives $2,500 from Christopher Reeve Foundation "Quality of Life Grant"

The Christopher Reeve Foundation (CRF) has awarded $2,500 to the City of Coeur d'Alene's Specialized Needs Recreation (SNR) program through it's Quality of Life grant program. The CRF awarded a total of $581,034 in Quality of Life grants to 86 non-profit organizations around the world.

The Quality of Life grants program was conceived by Dana Reeve, Chairman of the Christopher Reeve Foundation and co-founder of the Christopher and Dana Reeve Paralysis Resource Center. Reeve started the program with the goal of helping people living with disabilities in the "here and now." Grants are awarded to programs or projects that improve the well being of people living with paralysis, particularly spinal cord injuries. Funding is awarded twice annually in thirteen categories including: access, advocacy, arts, assistive technology, children, counseling, education, employment, health promotion, independent living, practical services, sports and recreation, and therapeutic riding.

The city's Recreation Director, Steve Anthony, who oversees Specialized Needs Recreation, said it's the first time that SNR has received the grant. "It was due to the diligent work of Elaine Smith, the city's grant writer, that we received this award," he said, adding, "She is able to precisely communicate SNR's financial status, program components, and growth statistics while blending poignant descriptions of how life-changing Specialized Needs Recreation is for so many families."

Arbor Day Button Art Contest Announced

An art contest to design a button for Arbor Day celebrations has been announced by the local Arbor Day Committee. The contest is open to middle school and high school students who live within the Coeur d'Alene, Post Falls, and Lakeland school districts. The winning art will be featured on a button that will be distributed along with tree seedlings to fourth grade students in April.

This is the tenth year for the Arbor Day Button Art contest. The art that is selected for first place will be made into 2,000 buttons that will be given to fourth graders and others who participate in Arbor Day celebrations in April. Designs must be submitted by Friday, March 3, 2006. The local Arbor Day committee will select 6 to 10 finalists. The selected art will then be judged by the real experts - a group of fourth grade students.

The winner of the contest will receive $50, a t-shirt featuring the winning artwork, and a supply of the Arbor Day buttons to give to family and friends.

Information regarding the contest has been distributed to public school art teachers. It is also available at the Coeur d'Alene Parks Department (710 E. Mullan Avenue), the Post Falls Parks and Recreation Department (408 Spokane Street), and the Forest Service Nursery (3600 Nursery Road).

Arbor Day is a tree-planting holiday celebrated both nationally and internationally. Idaho's Arbor Day is the last Friday in April - April 28th in 2006. The Arbor Day Committee consists of representatives from federal, state, and city governments as well as several local service organizations. The Arbor Day seedlings and buttons that are distributed are purchased with donations from local forest products companies, nurseries, and tree services.

Downtown Development Regulations Project

The city is holding an open house specifically seeking your questions and suggestions concerning the proposed regulations for the downtown.

Prevent Pipe Freeze-ups

With cold weather comes the potential for frozen water pipes. Here are some simple things that you can do to protect your plumbing from freezing up:

  • Make sure you have disconnected all outside garden hoses. If the water in the faucet freezes, you will likely have a leak after it thaws out.
  • Exposed pipes freeze first. If you have a crawl space, make sure your pipes are covered. Also make sure that all foundation vents are covered. Using heat tape (available at most hardware stores) will help prevent freeze ups.

If you have frozen pipes: DO NOT ATTEMPT TO THAW THEM WITH AN OPEN FLAME. The best way to thaw pipes is to use a hair dryer. If this does not work, most plumbers have equipment to thaw out pipes. Check the phone book for a listing of local plumbers.

For emergencies where a pipe has split and water is leaking, contact your local water department or company. Their phone numbers are typically listed in either the yellow pages (under Water Companies) or in the case of "Cities," under the blue pages. Work Continues on Tubbs Hill Replacement Tank

The city continues to work on the replacement project for the 1903 concrete reservoir on Tubbs Hill. The old reservoir has been removed and the contractor is preparing to pour the foundation for the new tank. When the pouring of the foundation is complete, the contractor will cease operations for the winter.

Next spring, the contractor will begin again, and bring in pre-cast panels for the walls and the roof. The project will be completed by mid-May, 2006.

The Tubbs Hill tank is being replaced because it was in poor condition and leaking badly. The new tank will be larger and will improve the Water Department's ability to provide water to the general pressure zone. This zone includes approximately 60% of the city water system.

The Water Department has worked closely with the Parks Department and Tubbs Hill user groups to ensure that the replacement tank blends well visually with its surrounding environment.

The project is being funded by the Water Capitalization fund and will have no impact on water rates. Citizens with questions or concerns are encouraged to call the Water Department, 415-0418, for additional information.

Coeur d' Alene Police Department Offers TIP Line

The citizens of Coeur d' Alene now have another way of communicating with the Police Department without calling the business number or 911 and having a police officer respond to their house. This phone line will allow a person to call and leave a variety of information, which could be helpful to the police, and enhance public safety. When the line becomes operational on August 1st, 2001, a person will be able to leave information regarding a particular crime, criminal activity in their neighborhood, drug activity, a hit and run vehicle, recovered stolen property, dogs running loose, illegally parked cars, or other information regarding the quality of life in their neighborhood. The caller will be able to leave their name or remain anonymous, if they wish. The phone number for the TIP line is 769-2296. The TIP line will be operational twenty-four (24) hours a day, 365 days a year, and will be monitored on a daily basis. This phone number will not take the place of the Department�s regular business phone number 769-2320 or the emergency number 911. The TIP line will give citizens another convenient and quick way to inform the police about concerns that they may have in their neighborhood.
24-Hour Hotline to City Is Open

City Hall is typically open from 8:00 a.m. � 5:00 p.m. weekdays, but citizens can now access City Hall 24-hours a day, everyday. By dialing 676-7405, citizens will be able to leave a message regarding any city issue, problem, or complaint � any hour of the day. Messages will be monitored every day, and appropriate departments or individuals will be directed to address the issue and get back to the citizen who called. Citizens will be asked to leave their name and number.
